Republics of Donetsk and Lugansk, residents of the Zaporozhye
and Kherson regions, deputies of the State Duma and senators of the Russian
Federation!
You know that referendums were held in the People's
Republics of Donetsk and Lugansk, as well as in the Zaporozhye
and Kherson regions. The balance sheet is drawn up, the results are known.
Today, we sign the agreements on the integration of
the People's Republics of Donetsk and Luhansk, the Zaporozhye
region and the Kherson region into Russia.
I am confident that the Federal Assembly will
support the constitutional laws on the admission and formation of four new
regions in Russia, four new federal subjects of the Russian Federation,
because this is the will expressed by millions of people.
This is, of course, their right, their inalienable
right, which is enshrined in the first article of the United Nations Charter,
which speaks directly to the principle of equal rights and self-determination
of peoples.
An inalienable right
I repeat: this is an inalienable right of the
people, it is based on historical unity, in the name of which our ancestors
defended their homeland and won victories for centuries since the origins of
ancient Russia.
Heroic
defenders of the right to live
Here in New Russia, Rumiantsev,
Suvorov and Ushakov fought, Catherine II and Potemkin founded new cities.
Here, our grandfathers and great-grandfathers resisted to the death during
the Great Patriotic War. We will always remember the heroes of the
"Russian Spring", those who did not accept the neo-Nazi coup in
Ukraine in 2014, all those who died for the right to speak their mother
tongue, to preserve their culture , their traditions, their beliefs, for the
right to live. They are the fighters of Donbass, the martyrs of the "Khatyn of Odessa", the victims of inhuman terrorist
attacks organized by the kyiv regime. They are
volunteers and militiamen, they are civilians, children, women, old people,
Russians, Ukrainians, people of various nationalities. This is the real
people's leader of Donetsk Alexandr Zakharchenko,
these are the military commanders Arsen Pavlov and
Vladimir Joga, Olga Kashura
and Alexei Mozgovoi, this is the prosecutor of the
People's Republic of Lugansk, Sergei Gorenko. It
was paratrooper Nurmagomed Gadjimagomedov
and all our soldiers and officers who died as heroes during the special
military operation. They are heroes. Heroes of Great Russia. And I ask you to
honor their memory with a minute of silence. Thanks.
Common
destiny
Behind the choice of millions of people in the
People's Republics of Donetsk and Luhansk, Zaporozhye
and Kherson regions lies our common destiny and a thousand-year-old history.
This spiritual bond has been passed down from father to son. Despite all the
hardships, these people have carried through all these years their love for
Russia. And no one will be able to annihilate this feeling in us. This is why
older and younger generations, those born after the tragedy of the collapse
of the Soviet Union, voted for our unity, for our common future.
Historical homeland
In 1991, in the Belovej
forest, without asking the opinion of ordinary citizens, representatives of
the then party elite decided on the collapse of the USSR, and people suddenly
found themselves separated from their homeland.
Historical
drama
It was a heartbreak, a dismemberment of our
community, which led to a national catastrophe. Just like after the
revolution, the borders of the federated republics were cut without their
knowledge. Contrary to the will of the majority of the people in the 1991
referendum, the last leaders of the Soviet Union laid our great country in
ruins, presenting the people with a fait accompli.
It is quite possible that they did not even realize
what they were doing and its inevitable consequences. But that no longer
matters. The Soviet Union no longer exists, we can't go back to the past, and
today's Russia doesn't need it anymore.
Russian
determination
But there is nothing stronger than the
determination of millions of people who, by their culture, their faith, their
traditions, their language, consider themselves an integral part of Russia
and whose ancestors have for centuries lived in one state. There is nothing
stronger than the determination of these people to return to their historic
homeland.
Repression

For eight long years, the people of Donbass were
subjected to genocide, bombings and blockade, while in Kherson and Zaporozhye they were criminally inculcated with hatred of
Russia, of everything Russian.
During the referendums, the kyiv
regime threatened teachers and women who worked in electoral commissions with
violence and death, and brandished the threat of repression against the
millions of people who had come to express their will . However, the
steadfast inhabitants of Donbass, Zaporozhye and
Kherson have made their choice.
Historical citizens
I want the authorities in Kyiv and their sponsors
in the West to hear me and everyone to remember: the people of Lugansk and
Donetsk, Kherson and Zaporozhye become our citizens
forever. We call on the Kyiv regime to immediately cease fire and end
hostilities, the war it started in 2014, and to sit down at the negotiating
table. We are ready for it, we have said it several times.
But we will not discuss the choice made by the
residents of Donetsk, Lugansk, Zaporozhye and
Kherson, because Russia will not betray it. And the current authorities in kyiv must respect the free will of the people. It's the
only way to peace.
Liberatring
mission
We will protect our land with all the forces and
means at our disposal and do everything to ensure the safety of our fellow
citizens. This is the great liberating mission of our people. We will of course
rebuild destroyed towns and villages, homes, schools, hospitals, theaters and
museums. We will rebuild industrial enterprises, factories, infrastructure,
social security, the pension system, health and education.
We will of course work to improve the level of
security. Together, we will ensure that the inhabitants of the new regions
feel the support of our people, of the whole country, of all the republics,
of all the territories and regions of our vast homeland. Dear friends, dear
colleagues!
Today I would like to address the soldiers and
officers who take part in the special military operation, the servicemen of
Donbass and New Russia, those who, after the partial mobilization decree,
join the armed forces, fulfilling their patriotic duty, to those who go to
the police stations on their own, listening only to their hearts.
I would like to address their parents, wives and
children, tell them what our people are fighting for, what enemy is facing
us, pushing the world into new wars and crises, drawing bloody profit from
this tragedy.
Our compatriots, our brothers and sisters in
Ukraine - an original part of our united nation - have seen with their own
eyes what the ruling class of "the West" is preparing for all
humanity. Here, in fact, this one simply took off her mask and showed her
real face.
Russian
resilience
After the collapse of the Soviet Union, the West
decided that the world, all of us, must always submit to its dictates. Back
then, in 1991, the West did not expect Russia to recover from such upheaval,
but rather to continue to crumble.
It almost happened - we remember the 1990s, the
terrible 1990s, the years of starvation and cold, hopeless. But Russia survived,
was reborn, grew stronger and regained its rightful place in the world.
However, the West has sought and continues to seek a new opportunity to
strike at us, to weaken and destroy Russia.
What he has always dreamed of doing is to fragment
our state, to turn our peoples against each other, to condemn them to poverty
and annihilation. He is annoyed to see that there is such a powerful and huge
country in the world, with its territory, its natural wealth, its resources,
with a people who cannot and do not want to live according to someone else’s
orders.
Against
Western diktat
The West is ready to march on everything in order
to preserve this neocolonial system which allows it to parasitize, to
globally plunder the world thanks to the power of the dollar and the
technological diktat, to make humanity pay a real tribute, to extract the
main source of undeserved prosperity, hegemonic rent. The preservation of this
rent is its main motivation, authentic and absolutely mercantile. This is why
total de-sovereignization is in its interest.
Hence its aggression against independent states,
against traditional values and cultures. Its attempts to undermine
international and integration processes beyond its control, as well as new
global currencies and centers of technological development. It is essential
for him [l'Occident, ndlr]
that all countries give up their sovereignty to the benefit of the United
States.
The ruling elites of some states voluntarily agree
to do so, voluntarily agree to become vassals; others are bribed,
intimidated. And if they fail, they destroy entire states, leaving behind
catastrophes for humanity, disasters, ruins, millions of destroyed and maimed
human lives, terrorist enclaves, social disaster zones, protectorates, colonies
and semi-colonies. They don't care as long as they benefit from it.
I would like to emphasize once again that greed and
the intention to maintain unfettered power is the real reason for the hybrid
war that the "collective West" is waging against Russia.
He doesn't want us to be free, he wants to see us
as a colony. He does not want cooperation between equals, but ownership. He
does not want to see us as a free society, but as a host of soulless slaves.
For them, our thought and our philosophy are a
direct threat, and that is why they attack our philosophers. Our culture and our
art are a danger to them, and they try to ban them. Our development and
prosperity are also a threat to them, as competition intensifies.
They don't need Russia at all, but we do.
I would like to remind you that in the past claims
to world dominance have been shattered more than once on the courage and
resilience of our people. Russia will always be Russia. We will continue to
defend our values and our homeland. The West still relies on its
impunity, and so far it has always managed to go unpunished indeed.
Agreements in the area of strategic security go to waste. Agreements reached at the highest
political level are declared non-existent. Firm promises not to expand NATO
eastward turned out to be deceptions when our former leaders believed them.
Treaties on missile defense and intermediate and short range missiles have
been unilaterally broken under fabricated pretexts. We regularly hear that the West stands for a
rules-based order.
But where do they come from, these rules? Who saw
them? Who designed them? Listen, this is nonsense, pure deception: it is
double, even triple standards! This is all for fools. Russia is a millennial
great power, a country-civilization, and it is not going to live by these
false and rigged rules.
"The West" has trampled on the principle
of the inviolability of borders, and now it decides as it pleases who has the
right to self-determination and who does not, who is not worthy of it. And we
do not know why they allow themselves this, who granted them such a right.
They granted it to themselves. That is why the choice of the inhabitants of
Crimea, Sevastopol, Donetsk, Luhansk, Zaporozhye
and Kherson arouses wild anger among them.
This West
has no moral right to evaluate this choice or to say a word about freedom and
democracy. In fact, they never had it. Western elites not only deny national
sovereignty and international law. Their hegemony has a pronounced character
of totalitarianism, despotism and apartheid.
They openly divide the world into their vassals, including the
so-called civilized countries, and all the others, who, according to the plan
of the Western racists, are to be included on the list of barbarians and
savages. The false labels - "rogue country", "authoritarian
regime" - are in place to stigmatize peoples and entire states; there is
nothing new here. Western elites remain colonialists, and they always have
been They discriminate and divide entire peoples into
first and other ranks.
We have never accepted and will never accept such political
nationalism and racism. And isn't Russophobia, which is now spreading all
over the world, a form of racism? What, if not racism, is the peremptory
conviction of the West that its civilization, its neoliberal culture, is the
indisputable model for the rest of the world?
“He who is not with us is against us”. It even
seems strange. Western elites even delegate penance for their own historical
crimes onto others, demanding their own citizens and other peoples to take
responsibility for what they did not do, such as the period of the colonial
conquest.
Historical
reminders of past millennium
The West must be reminded that it began its
colonial policy in the Middle Ages, followed by a global slave trade, the
genocide of Indian tribes in America, the looting of India, Africa, of the
wars of England and France against China by pushing the latter to open its
ports to the opium trade.
Insatiable
cynicism
What he was doing was making entire peoples
addicted to drugs, deliberately exterminating ethnic groups to reclaim land
and resources, hunting people like game. It goes against the very nature of
man, truth, freedom and justice.
Russian
exception
And we are proud that in the 20th century, it was
our country that led the anti-colonial movement, that provided opportunities
for development to many peoples of the world. All this to reduce poverty and
inequality, to defeat hunger and disease.
I would like to point out that one of the reasons
for the age-old Russophobia and the undisguised anger of these Western elites
towards Russia is precisely that we did not allow ourselves to be stripped
during the colonial conquest and that we forced Europeans to trade for mutual
benefit.
Russian
federative spirit
This goal was achieved by the creation of a strong
centralized state in Russia which developed and was strengthened by the great
moral values of Orthodoxy, Islam, Judaism and Buddhism, as well
as by the Russian culture and the Russian language, open to all.
Infiltration

It is well known that plans for intervention in
Russia were made many times, such as in the Time of Troubles at the beginning
of the 17th century and the period of upheavals after 1917, but it failed.
After all this, the West managed to get its hands on the riches of Russia at
the end of the 20th century, when the state was destroyed.
Sneaky betrayals
He considered us friends and partners, but in
reality he treated us like a colony. Trillions of dollars have been siphoned
from the country in various forms.
Shared renascence
We all remember it all, we haven't forgotten
anything. And these days the people of Donetsk and Luhansk, Kherson and Zaporozhye have taken the floor to restore our historical
unity. Thanks :
Hypocrisy of the unipolar world
Western countries have claimed for centuries that
they bring freedom and democracy to other nations. It is exactly the
opposite: instead of democracy, it is repression and exploitation; instead of
freedom, there is enslavement and violence. The unipolar world order as a
whole is inherently undemocratic and unfree, it is false and hypocritical
through and through.
The United States is the only country in the world
to have used nuclear weapons twice, destroying the Japanese cities of
Hiroshima and Nagasaki. In fact, they set a precedent. I also remind you that
the United States and the British laid Dresden, Hamburg, Cologne and many
other German cities in ruins during World War II without any military
necessity. And this was done in a demonstrative way, without, I repeat,
military necessity.
The objective was unique: as in the case of the
nuclear bombings in Japan, to intimidate both our country and the whole
world. The United States has left an indelible mark on the Korean and
Vietnamese people with its barbaric "carpet bombing" attacks,
napalm and chemical weapons. To this day, they de facto occupy Germany,
Japan, the Republic of Korea and other countries, which they cynically call
allies on an equal basis. Listen, I wonder what kind of alliance this is.
The whole world knows that the leaders of these
countries are spied on and wiretapped not only in their offices, but also in
their homes. It's a real shame. Shame on those who do, and on those who, like
a slave, silently and uncomplainingly swallow this grossness. They call
"Euro-Atlantic solidarity" the rude and insulting orders and cries
addressed to their vassals; they describe as noble medical research, the
development of biological weapons and experiments on living human beings,
including in Ukraine.
It is their destructive policies, their wars, their
looting that have caused the current enormous surge in migratory flows.
Millions of people suffer deprivation, bullying, and die by the thousands
trying to reach Europe. Wheat is exported from Ukraine. Where is he going,
under the pretext of "ensuring food security for the poorest countries
in the world"? Where is he going? Everything goes to European countries.
Only 5% went to the poorest countries in the world. Again, another hoax and
outright deception.
The American elite, in effect, uses the tragedy of
these people to weaken its rivals, to destroy national states. It also
concerns Europe, it concerns the identity of France, Italy, Spain and other
countries with centuries of history.
Sanctions et sabotage
Washington demands new sanctions against Russia and
most European politicians humbly accept it. They understand that the United
States, insisting on the refusal of the EU to receive energy and other
Russian resources, is in fact leading to the deindustrialization of Europe,
with the aim of seizing completely from the European market.
Influence peddlingThey understand everything, these European elites,
they understand everything, but they prefer to serve the interests of others.
It is no longer servility but betrayal of their people. Let them go, that's
their business. But the Anglo-Saxons are no longer satisfied with the
sanctions, they are already moving on to sabotage. It is incredible, but it
is a fact, they organized the explosions on the international Nord Stream gas
pipelines which pass on the bottom of the Baltic Sea by destroying
pan-European infrastructures. It is obvious to all who this benefits. And
whoever it benefits, of course has.
The American diktat is based on brute force, on the
law of the strongest. It is sometimes beautifully wrapped, sometimes even
without, but the essence is the same, the law of the strongest. Hence the deployment
and maintenance of hundreds of military bases around the world, the expansion
of NATO and the attempts to form new military alliances such as AUKUS and
others. Work to create a political-military link between Washington, Seoul
and Tokyo is also underway. All states that possess or aspire to possess true
strategic sovereignty and are capable of challenging Western hegemony are
automatically considered enemies.
Outer
limit
It is on these principles that the military
doctrines of the United States and NATO are built, which demand nothing less
than total domination. Western elites present their neocolonial plans in a
hypocritical way, but with the pretense of being peaceful, with a kind of
intimidation, and this sneaky word migrates from one strategy to another,
but, in fact, it does not means only one thing: to undermine any sovereign
center of development.
We have already heard of the bullying of Russia,
China, and Iran. I think other countries in Asia, Latin America, Africa, the
Middle East, as well as current US partners and allies, are next on the list.
We know that when they don't like something, they
also impose sanctions on their allies, one bank against another, one company
against another; one company against one. This practice will become
widespread. They have everyone in their sights, including our closest neighbours, the CIS countries. At the same time, the West
has obviously been wishful thinking for a long time. By launching the
sanctions blitzkrieg, for example, against Russia, they thought they could
put the whole world at their disposal again.
Inner
limit
It turns out, however, that such a rosy prospect
does not excite everyone except complete political masochists and admirers of
other unconventional forms of international relations. Most states refuse to
align, opting instead for a reasonable mode of cooperation with Russia.
Such insubordination on their part was clearly not
expected by the West. He is simply used to acting according to a pattern, to
showing off, blackmailing, bribing and intimidating, and convinces himself
that these methods will always work, as if they were frozen in the past. This
self-confidence is the direct result not only of the famous concept of being
exceptional, although this is simply surprising, but also of the real
information deficit in the West.
The truth has been drowned in a sea of myths, illusions and fake news, with the help of
prohibitive and aggressive propaganda, by lying brazenly like Goebbels. The
bigger the lie, the better it goes. This is how it works, according to this
principle.
Midas
condemned
But you can't feed people with dollar and euro
notes. They cannot be fed with money, and the virtual and inflated
capitalization of Western social networks cannot heat a house. All this is
important, what I say, but what I have just said is no less important: you
cannot feed anyone with banknotes. It takes food, and those bloated caps
can't heat anyone up either; energy sources are needed.
Food and energy crisis
This is why European politicians must convince
their fellow citizens to eat less, wash less often and dress warmer at home.
And those who begin to ask logical questions - "why is this so?" -
are immediately declared enemies, extremists and radicals. Politicians blame
Russia, saying: it is the source of all your problems. They lie again. What
do I want to highlight? Everything suggests that Western elites are not
looking for constructive solutions to the global food and energy crisis. This
arose through their fault, precisely through their fault, because of their
longstanding policy, long before our special military operation in Ukraine,
in the Donbass. These elites have no intention of solving the problems of
injustice, of inequality. It is feared that they are ready to use other
recipes, which are familiar to them.
Fall
from Charybdis to Scylla
And it is appropriate, here, to recall that the
West emerged from the contradictions of the beginning of the 20th century
through the First World War. The rewards of World War II enabled the United
States to finally overcome the effects of the Great Depression and become the
world's leading economy, imposing on the planet the power of the dollar as
the world's reserve currency. The West largely overcame the crisis of the
1980s, but it was made worse in the 1980s by the appropriation of the
heritage and resources of the Soviet Union, which eventually collapsed.
That's a fact. Now, to get out of another tangle of contradictions, they
need, by all means, to break up Russia and other states that choose the
sovereign path of development, to plunder their wealth even more to their
detriment, to plug their own holes. If this is not the case, I do not exclude
that they try to bring about the collapse of the system on which everything
can be called into question, or, God forbid, that they decide to use the
formula well-known "war will erase everything".
Neocolonial model and liberation movement
Russia understands its responsibility before the
international community and will do everything to bring these hotheads to
their senses. It is clear that the current neocolonial model is doomed in the
long run. But there again, its true masters will cling to it to the end. They
simply have nothing to offer the world except the same system of looting and
racketeering. In essence, they spit on the innate right of billions of
people, of most of humanity, to freedom and justice, to determine their own
future.
Unfathomable
wirlwind
They have now moved on to a radical denial of
morality, religion, family. Let's answer some very simple questions for
ourselves. I would now like to come back to what I said and address all
Russian citizens, not just the colleagues present in the room, but all
Russian citizens: do we really want to have a 'number one' parent, a
"number two" or a "number three" instead of a dad and a
mom? Did they go completely crazy over there? Do we want the children in our
schools, starting in elementary school, to be exposed to perversions that
lead to degradation and extinction? Do we want them to be taught that there
are other genders besides men and women and offered sex reassignment surgery?
Is this what we want for our country and our children?
All of this is unacceptable to us, we have our own
future. I repeat, the dictatorship of Western elites is directed against all
societies, including the peoples of Western countries themselves.
It's a challenge for everyone. This total denial of
Man, the overthrow of faith and traditional values, the suppression of freedom
take on the characteristics of an "inverted religion" - pure and
simple Satanism. In the Sermon on the Mount, Jesus Christ, denouncing the
false prophets, says: by their fruits you will know them. And these poisonous
fruits are already evident to people, not only in our country, but in all
countries, including many people in the West itself.
Aquarian
revival
The world has entered a period of revolutionary
transformations, they are fundamental. New centers of development are
forming, they represent the majority - the majority! - the international
community. This world is ready not only to expose its interests but also to
defend them, and it sees in multipolarity an opportunity to strengthen its
sovereignty, and thus to gain real freedom, historical perspective, its right
to independent, creative development, distinctive, to a harmonious process.
Around the world, including in Europe and the
United States, as I said before, we have many like-minded people, and we
feel, we see their support. A liberation, anti-colonial movement against
unipolar hegemony is already developing in a large number of countries and
societies. His subjectivity will only increase. It is this force that will
determine the future geopolitical reality.
Dear friends ! Today we are fighting for a fair and
free way, above all for ourselves, for Russia, so
that dictatorship, despotism will remain forever in the past. I am convinced
that countries and peoples understand that a policy based on the
exceptionalism of anyone, on the suppression of other cultures and other
peoples is inherently criminal, that we must turn this shameful page.
The collapse of Western hegemony, which has begun,
is irreversible. And I repeat: it will not be the same as before. The
battlefield to which fate and history have called us is the battlefield for
our people, for historic Great Russia. For a historic Great Russia, for
future generations, for our children, grandchildren and great-grandchildren.
We must protect them from enslavement, monstrous experiments that seek to
paralyze their minds and souls.
Today we are fighting so that no one thinks that
Russia, our people, our language, our culture can be erased from history. Today,
we need a consolidation of the whole society, and only sovereignty, freedom,
creation and justice can form the basis of this unity. Our values are humanity, mercy and compassion.
And I would like to conclude with the words of the
true patriot Ivan Aleksandrovich Ilyin: "If I
consider Russia my homeland, it means that I love, contemplate and think in
Russian, sing and speak in Russian that I believe in the spiritual powers of
the Russian people. Their spirit is my spirit; their destiny is my destiny;
their suffering is my pain; their fulfillment is my joy".
Behind these words hides an important spiritual
choice, which for more than a thousand years of the existence of the Russian
state has been followed by many generations of our ancestors. Today the
citizens of the People's Republics of Donetsk and Lugansk and the inhabitants
of the Zaporozhye and Kherson regions have made
this choice together with us. They made the choice to be with their people,
to be with their country in its destiny and to achieve victories with it. The
truth is with us, Russia is with us.
